Description:
This Standard Operating Procedures (SOPs) Manual provides a complete operational framework for security businesses.
The document contains over 60 individual orders covering all major areas of security operations, including health and safety, use of force, arrest and restraint, equipment, incident response, communications, key handling and internal expectations. It also includes orders addressing your mission statement, operational standards and internal communications to support a consistent and professional service delivery model.
The SOPs are designed to be selective and adaptable. You can include only the orders relevant to the services you provide and remove those that do not apply. The document is supplied in editable Word format, allowing you to tailor content to your business structure, service scope and jurisdiction. Editing Assistance is available if you would like support customising the manual.
This SOPs manual also forms part of our Victorian Licensing Package for operators requiring a complete submission bundle (see “You may also like” section below).
How This Document Is Structured:
The SOPs manual is organised for practical use and ongoing maintenance:
Table of contents for quick navigation
Business information and staff expectations
Individual operational orders, each including:
Title and definition
Purpose
Step-by-step procedure
Implementation guidance
Approval and review tracking
The document includes highlighted sections and “Relevant Legislation” prompts to guide you in referencing the correct laws for your state or territory.
Important State & Licensing Notes
This SOPs manual is based on Victorian operational and regulatory expectations and reflects the June 2025 legislative changes.
If you operate outside Victoria, you must update the highlighted sections and replace any state-specific references (e.g. firearms, handcuffs, body armour, arrest powers, use of force) with the requirements applicable to your jurisdiction.
Applying for a security licence:
You must remove any orders relating to services you are not offering (such as cash-in-transit, firearms, control room operations, K9, bodyguarding or crowd control where not applicable). Including irrelevant activities can cause application delays or rejection.
