Labour Hire Compliance, Without Starting From Scratch
Applying for a labour hire licence involves more than completing an online form.
You need to clearly explain how your business will engage, pay, supply and support its workers. You may also need to show how you will manage host clients, subcontractors, workplace risks, records and ongoing compliance responsibilities.
For a security provider, those arrangements must also fit the practical realities of recruiting, licensing, deploying and managing security personnel at client sites.
The Labour Hire Compliance Plan gives security labour hire providers a structured, industry-specific starting point. It helps you turn your proposed or existing arrangements into a clear compliance plan, without trying to piece one together from generic policies, regulator questions and guesswork.
Built around Victorian requirements and security industry risks, the plan can also be adapted for security labour hire providers operating in other Australian jurisdictions.
What This Plan Helps You Do
- Clearly describe your labour hire business and worker supply model
- Explain how workers, host clients and subcontractors will be managed
- Document employment, payroll, safety and recordkeeping controls
- Identify the systems, records and supporting information your business may need
- Prepare a more complete and consistent labour hire licence application
- Avoid building your compliance plan from a blank page
This is not a generic labour hire policy with “security” added to the heading. It has been developed around the way security providers recruit, employ, supply and manage licensed personnel.

Designed for Security Labour Hire Providers
This product is designed for:
- New security businesses preparing a labour hire licence application
- Existing security companies expanding into labour hire
- Operating businesses applying for a licence and documenting their current arrangements
- Victorian applicants requiring detailed local content
- Interstate security providers seeking an industry-specific framework they can adapt
It is particularly useful for businesses that supply, or intend to supply, security personnel to work within a host client’s business or workplace.
The strongest jurisdictional detail relates to Victoria. Interstate customers can adapt the plan but remain responsible for checking the requirements applying in their state or territory.
The template must be customised to reflect your actual business, workers, systems and supply arrangements. It should not be submitted unchanged or used to describe controls that are not genuinely in place.
Choose the Support That Matches Your Business
Template Only
For operators who are confident completing and adapting the plan themselves.
You receive the complete downloadable preparation pack, including the editable plan, User Guide, Preparation Questions and Important Completion Notes.
You are responsible for customising the plan, checking the requirements applying to your business and preparing your final application.
Editing Assistance, New Business
For a new business establishing its labour hire systems and preparing its first application.
This option includes the complete preparation pack plus practical assistance adapting the plan to the business you intend to operate.
It is suited to operators who have not yet commenced labour hire activities and need help documenting their proposed systems, responsibilities and operating model.
Editing Assistance, Existing Business
For an operating business that needs the plan aligned with its current practices.
Existing businesses generally require a broader review because the document must reflect established arrangements across areas such as workers, clients, payroll, contracts, records and subcontracting.
The existing-business option accounts for the additional work required to understand the current operation, identify inconsistencies and align the plan with the systems and evidence already in place.

This Is Not the Complete Licence Application
The product assists with compliance planning and preparation of relevant business information.
You must still complete the regulator’s application process, declarations, checks, supporting evidence and applicable fees.

Labour hire requirements are not identical across Australia. Customers operating elsewhere must check and apply the requirements of each relevant state or territory.

Frequently Asked Questions
Select a question below to view the answer.
Can I use this product outside Victoria?
View answer ▾
Yes. The plan provides a security-specific compliance framework that can be adapted nationally.
Its strongest jurisdictional detail relates to Victoria, so you must confirm and insert the requirements applying in your own state or territory.
Can I submit the plan exactly as downloaded?
View answer ▾
No. The template includes highlighted fields, prompts and example content that must be replaced with accurate information about your business.
A generic plan will not properly explain how your business intends to operate or demonstrate that the stated systems are genuinely in place.
What is the difference between new-business and existing-business Editing Assistance?
View answer ▾
New-business assistance focuses on documenting the systems and arrangements you are establishing.
Existing-business assistance requires us to consider your current workers, clients, contracts, payroll arrangements, records and operating practices. This generally requires a broader and more detailed review.
Does this include the full labour hire licence application?
View answer ▾
No. The product assists with the compliance planning and business information used to support your application.
Regulator forms, declarations, checks, fees and other supporting evidence must still be completed.
What happens after I purchase Editing Assistance?
View answer ▾
We will contact you to begin the preparation and review process.
You will work through the Preparation Questions and provide the information needed to customise the plan.
Email and text support continues until lodgement or 60 days from purchase, whichever occurs first. Includes one optional submission review call of up to 15 minutes, available on request during the support period. The call can be used to clarify the completed plan, the User Guide, what should be submitted or retained, and any remaining actions before lodgement.
What happens if the regulator requests changes?
View answer ▾
Where Editing Assistance was purchased, regulator-requested changes to documents we prepared are included where required.
This applies to the Labour Hire Compliance Plan included with this product. It does not cover unrelated documents, broader consulting or changes caused by incomplete or inaccurate information supplied to us.
When will I receive the files?
View answer ▾
The downloadable preparation pack is made available immediately after payment.
Editing Assistance begins separately when we contact you to start the review process.
Will I be required to upload a compliance plan in Victoria?
View answer ▾
A new or intending Victorian labour hire provider must have a business compliance plan in place and be able to provide it to the Labour Hire Authority on request.
LHA’s guidance says new labour hire businesses will need to provide a copy. It also confirms that, where a plan is not requested as part of the initial application, LHA may request it later. Existing providers may also be asked to provide a plan during renewal or at a later date.
Put simply, you may not be asked to upload it on day one, but you should have it ready before LHA asks.
